I've spent the last couple months nearly totally revamping D&D 3.5 for a campaign inspired by Mana-Khemia. The basic idea is that there's a Guild that is omnipresent everywhere in the world, and is used as a resource by governments, individuals, etc to procure materials, goods, spy on people, even fight wars.

The Guild is made up of Workshops, each a group of 3-8 people whose reputations rise and fall together. Levels are in-character medical procedures that are standardized with rank within the Guild - you can actually go and look up someone's build in the Guild libraries. XP is spent on 'enhancements', making existing resources do new things, rather than levels. Almost anything can be enhanced: class features, feats, spells, items, etc (enhancements on items represent special training with that item, so are not generally transferable).

The power scale is expected to be about double ECL from whatever the party's actual level is, at least after 6th level or so, so keep that in mind.

The rules are at: http://gildedflask.wikispaces.com/file/view/gilded_flasks_phb.pdf

Out of curiosity has anyone looked at this, or is the PDF a bad way to do this?

Well, I couldn't get the pdf to open. Not sure if it is corrupted or there is another issue with it.
