Half-mino monk with 30 str has 266 medium-size/ 512 large-size light load limit. Logically, said monk should be carry say a reach-weapon-fighter or something and serve as 'super movement speed' for said fighter due to likely-hood of still being within light load.

Assuming that the setting/environment allows for such a tactic, is there any mechanics regarding particular situations for this strategy?

I don't really see the point in doing something like that. At low levels, the Half-Minotaur won't be able to provide much of an increase to movement speed. It also won't allow the Fighter to make a full attack at the end of the move, because he spends too much time moving with the Monk. At higher levels, the Fighter will have other means of getting around. And seriously, if you have a Half-Minotaur around, why isn't he fighting?

I'd adjudicate it with Ride. Riding a creature "unsuitable as a mount" imposes a -5 to Ride checks, and riding without a saddle is an additional -5.

If you want move-speed and to charge on top of something, put ranks in ride and buy a damn horse, or a Griffon when you can afford it.

And this. Have him crack some skulls. That +12 Str, +4 Con, and Large size make him a god at melee. Also, Pouncebarian1/Dungeoncrasher Fighter6/War Hulk10 would make the most of his strength.
