A level 9 PC wizard just got improved familar and will soon have a pseudodragon
Edit: stupid keyboard!
can he give it items?
Which book should I look in for monsters useing items?
Can Fimilars use items? (is there any rule saying not?)

Every creature that's intelligent enough for it to make sense can use items, just like technology in the real world.

That said, creatures may have different slots than humans based on different bodyparts. Draconomicon has details on the slots for creatures with a draconic body type, but the end result is they can use the same slots as humans, with some minor refluffing (vests become belly studs, IIRC).
