If you haven't found it yet, it's on the front page of the forum. Scroll down and look for "Finding Players (Recruitment)" under Play-by-Post.

Do note that play-by-post moves really slowly, though. Most games post at most three times a week, though you might find a group that's doing a MapTool or IRC campaign or something like that.
