Thief and the art

Is there a particular race that works better with a classic thief build? I want to create an "elite" thieves guild for a level 10 game. What are notable PrCs for a setup like that?

Halflings, whisper gnomes...

The Thief-Acrobat would be a good PrC. Temple Raider of Olidammara if you want a bit of divine magic.

A player of mine is trying to build a Tibbit guild - not that most of the members or clients realize its a Tibbit guild, just a cat-themed rogue's guild.

In Pathfinder, Goblins and Catfolk make excellent rogues.
