Looking for a buy point system

Greetings all, I'm helping a friend with some research. we are looking at point buy systems, like Shadowrun or BESM. Any setting will work, we are just looking at mechanics for a project.

Burning Wheel is an elaborate point buy system that uses lifepaths. Of the four races the Orc content is usable by all on this character creation app (http://bwgoldburner.appspot.com/).

Pick a game that isn't D&D. It is probably a point assignment system of some sort or other. That said, some specific varieties that haven't been suggested yet: The World of Darkness lines involve a bunch of different point pools that don't interact for different parts of a character. Riddle of Steel involves ranking different parts of a character and drawing points for different parts from rank.

Mekton Z/Interlock system. Alternatively, use Talisorian's newer FUZION system. I know at one point there was a free download of the core FUZION rules available from them. Or maybe it was RPG Now or RPG Drivethru. But it was definitely free and a legit source.

Customizable (FUZION), to a lesser extent you can customize Mekton Z, but it's primarily intended as a mecha/space opera system. Mekton Z Plus goes into crazy "stupid mekton tricks" and psionics (which are meh).
