Can a spell like Dimensional Anchor keep a shade from jumping shadow to shadow? If not, is there anything that does besides casting daylight to negate the shadows altogether?

Well that depends, is the shades shadow jumping regarded as a teleportation effect? Because if so, yes. Otherwise you may have to find some other way to keep it in place.

I suppose you could cast Deeper Darkness and see whether the DM rules that it's all shadows or no shadows.

I am the DM, in this case. I've confused myself over analyzing it.

I'm 99% of the thought that it is a planar shift, since they are from the plane of shadow and theoretically have to travel there to re-emerge from it.

Thus, I'm thinking dimensional anchor would work.
