Everything from dragon mags to Pathfinder is open, how could one maximize wisdom at the expense of everything else for a seventh level character?

At the expense of fairness, and any shame you might have, Pun-Pun can get Wisdom as high as he wants. He can even make an (Ex) ability for himself, call it "Infinite Wisdom", whose description is "Pun-Pun has truly infinite wisdom. His Wisdom score is infinitely high, as is his Wisdom modifier.":smalltongue:

Anthropomorphic Bat, +6 Wis, no LA (Savage Species).
If it's ruled this can benefit from aging effects, +3 from Venerable. (There's no official age category for this creature, so the specific age would have to be houseruled).
WBL for 7th will just barely allow you a Periapt of Wisdom +4.
+1 stat bump at 4th level.

So, starting with an 18 in Wisdom, that gives you: 32 (29 if no aging applies).

If bats aren't your thing, Aasimar or Lesser Aasmiar are typically the go-to races for Wisdom increases. I looked into the possibility of VoP and the Saint template, but that only nets you +4, and would technically put you at 9th level (with adjustment) when you take the template at 7. Human or Half-Elf Paragon could get you +2 to the stat.

Eh, I don't consider granting abilities that don't actually exist to be covered under the wording of Manipulate Form.

However, he can trade Giant Sizes with his familiar for NI Strength, then grant himself the Void Disciple ability to switch two ability scores and toss that into Wisdom. There might be a way of getting a true infinity for the score, but NI amounts to the same thing - especially when he can also grant Planar Shepard's time bubble for 10:1 actions and pump up that much fater.

I'd go with 6 reincarnations at venerable age. That's +18 to your intelligence, wisdom, and charisma. Of course, you'll end up as who knows what race.

While it's not an actual wisdom increase, if you're looking at a wisdom-based caster, Spellcasting Prodigy from FRCS makes your casting stat effectively +2 higher for DC/Bonus spell purposes, and there's a pair of feats from Ghostwalk that each do the same thing, and they all stack....the tricky part is that each feat has to be taken at 1st lvl, so a bonus-feat race and at least one flaw would be needed to stack them all up for +6 effective casting-stat increase.

There's a spell in Spell Compendium that gives you something like 1/2 caster level to wisdom. Which is pretty extreme. However, I think that's a fair bit beyond your level so far. But you could try getting a permanent item of it.

Well, with Alter Reality, remember Pun-Pun is a god with NI divine ranks, he could probably create such an ability.

Alter Reality is mostly just Wish with less chance to Monkey's Paw. It's got a specific list of things you can do with it, and giving a creature abilities is not on the list. More to the point, there's nothing to suggest you can create abilities that never existed, either there or in Manipulate Form. You need Epic Spellcasting for that.

Now... an Epic Spell granting infinite Wisdom would have an infinite spellcraft DC, which Pun-Pun can make via the Omnicificer trick. So there's always that. But that's its own combo, and even that has its own limits - it's still not carte blanche to add whatever abilities you like, just a convenient way to pump particular attributes clear through to Aleph-null. Even Epic Spellcraft, for all its open-endedness, is constrained by the seeds available to you.

Base : 18 + Antropomorphic bat (+6, LA 0) + Phrenic (+2, LA+2) + half-nymph(+2,LA+2) + Saint (+2, LA +2) + Pearl of wisdom (+4).

So you are a level 1 Good something with 34 of wisdom.

Venerable add 3 to that if you want to. So 37.
