Ok so Surprise Follow-through (http://www.d20pfsrd.com/feats/arg-feats/surprise-follow-through-combat-orc-half-orc) is a Orc/Half-Orc Racial Feat, but, the Prerequisites are Str 13, Cleave, Power Attack, base attack bonus +1.. no mention of Orc at all.

Can I take this without being an Orc?

Though a feat to get a feat may be a bit much..

I'd say yes, because all the other Orc feat chains require Orc in their prerequisites, while this one does not. You qualify for it because you meet all prerequisites.

To counter arguements saying "The feat's subtype states it is an Orc feat", other Orc feats have Orc as a prerequisite (and other racial feats follow the same formatting), leading the precident to be: If it requires no race in the prerequisites, other races can take it.

Although not an official category of feats, we found it easiest to break feats with a particular racial prerequisite into their own category.

These feat catagories are fluff only.

But only some of the feats have a prerequisite of a race - also they're just catagories for convenience, not for any mechanical reason - as stated by the designers themselves. They're just loosely grouped together. If the feat, in itself, does not have a racial prerequisite, then it can't require a race to take.

Some of the racial feats do not require the race in the subtype, ergo, any race can take the feat that they qualify for regardless of whether it is a racial feat or not.

If the catagories were official and indicated that the feats they cover required the race, then it would say so, instead of saying outright that the catagories used are meaningless. If the catagories are meaningless and the designers intended the feats in the catagories ONLY to be taken by the races the feats are catagorised under, then the racial feats would all, without exception, have a racial prerequisite in them. This is not the case.

I can only conclude that this is really, really poor formatting, but the intent was that only the feats with a racial prerequisite actually need the race, and the feat grouping is thematic rather than for any mechanical reason.
