To put it at its simplest, does a half-elf's "Elf Blood" racial feature allow it to take the Imperious bloodline for a sorcerer, from the Advanced Race Guide, something normally only allowed to human sorcerers, at least if said half-elf was raised by their human parent?

As a racial archetypes are determined by race, it should.

Just keep in mind that a half-elf cannot choose human favored class bonuses (http://paizo.com/paizo/faq/v5748nruor1fn#v5748eaic9n86).

It does not. As has been stated by the developers, the intent was that half elves and half orcs only get access to the half elf and half orc special features, which lets them end up picking from one pool of new features, not 3.

The half-blood trait makes you count as both races for the effects of certain abilities, spells, and items, but doesn't actually count as meeting the requirements for any feat, ability, or archetype.

Keep in mind, however, that the ARG does say that any of the new options available can be extended to any race at GM discretion.

This is pretty much what it comes down to, as there is no RAW definition of what exactly an 'effect' includes. In my personal opinion, classes, feats, etc. are not effects, since it's not something that happens to the character.
