I've been thinking about a build that I've been calling Elron Hubbard in reference to a certain Science Fiction writer, and I've got a lot of the fluff down.

He's going to be a Human Half Doppelganger and have leadership and very devoted followers, some Charisma based class, and maxed out Bluff/Sense Motive/Diplomacy/Whatnot. I just don't know which class would be good for the flavor.

The Favored Soul seemed good but I'm just not feeling it. I'm open to suggestion. The party doesn't need anything really, so anything bar truenamer is good.

Does Bard not work for some reason? Perform (oratory) as his Perform skill would probably work with the concept...

Actually, That would work very well. The simplest answer really IS the best I guess.

Why a Human half-doppleganger? Why not just use a Changeling (ECS or MM3) - the children of generations of human/doppleganger breeding?

They have an awesome (social) Rogue ACF and if you really want to capture that doppleganger feel, they have a PrC (Cabinet Trickster) in RoE that helps with that.

Something like Rogue 4 / Marshal 1 / Charlatan 5 / Exemplar 5 / Mountebank 1 / Cabinet Trickster 4 could fit, especially Charlatan.

Rogue variants: Martial Rogue (http://www.d20srd.org/srd/variant/classes/variantCharacterClasses.htm#rogue), 1st and 3rd Changeling sub levels.

Charlatan is a prc from Dragon Magazine #335 and is focused on using Bluff to make people think he has magical powers amongst other things. Here's a guide: http://brilliantgameologists.com/boards/index.php?topic=6543.0

For feats look at Rapscallion (Dragon Magazine #315), Master Manipulator (PHB 2), Wanderer's Diplomacy (PHB 2), Combat Panache (PHB 2), Fade into Violence (PHB 2) as well as the various Changeling racial feats.

Also don't forget Complete Scoundrel's interaction skill tricks.

If you are open to psionics, Thrallherd (http://www.d20srd.org/srd/psionic/prestigeClasses/thrallherd.htm)could work.
