Do you mean Undead Leadership? That's probably in Libris Mortis or something like that. Other than that I can think of no reason to have a specialized "evil" Leadership; the feat does not specify alignments, after all, and I don't see why any of the provisions would work less well for an evil leader, with the possible exception of cruelty giving a -2.

Not a feat but a prestige class, but Thrallherd (http://www.d20srd.org/srd/psionic/prestigeClasses/thrallherd.htm) can be played very, very callously.

I think also Power of Faerun had a feat that removed the penalties for killing your followers, or something like that.

There is also rules for "evil organisations" in the Way of the Wicked Adventure path, by Fire Mountain Games. This is well worth the buy, as it's an AWESOME evil adventure path :smallbiggrin:

That Lord of the Undead could be awesome on a Necropolitan Wizard. Undead Leadership has shockingly little synergy with Dread Necromancer though
