Obviously the feat Ability Enhancer from Dragon Compendium is not exactly worth a feat slot (increases Ability score enhacing spells like owls wisdom by +2 to give a total of +6 bonus), but would it be worth while on a War Weaver to help buff the entire party?

Also, what would be better, using the various buff spells (Bulls Strength, Cats Grace, Bears Endurance) or Animalistic Power (PHB2, +2 STR, DEX, CON) with the feat?

Obviously casting all 3 spells would grant +6 to each but at the cost of 3 spell slots vs 1 for a +4 in each from Animalistic Power.

It has its uses, as there are quite a few buffs it applies to:

I know it must have a niche benefit, but would you say War Weaver is one of them?

Also, would a wand made by someone with the feat benefit from it?

Sure is. I just wanted to point you to other spells with large enhancement bonuses that generate higher bonuses (though I'm not sure about range for most of them, but IIRC there was some trick that lets War Weavers pretty much ignore the range restriction anyway).

The issue is that by the time you get War Weaver off the ground, most characters have at least a +4 booster in their primary ability, and most characters don't require the same abilities (dex/str/int/etc). It would be ok for a little while before +Con items become ubiquitous, though, with benefits dropping off significantly after that. If you can find a few non-enhancement buffs, however, like Valiant Fury or Righteous Fury, it is still decent. These are on rather selective spell lists, though.
