This may seem heavy handed

but if made a domain that says, You get trapfinding, open lock, and disable device + 2 skill points to only be used on these two skills per level.

Do you think it would be balancing, to give weaker spells in selection , or say you can't use daylight/light based spells?

The skill points are strange, especially without making them class skills, but it sounds similar to Kobold Domain (http://www.wizards.com/default.asp?x=dnd/we/20060420a), which still gets away with some very powerful spells.

-1 caster level IMO. It may not be the most broken thing in the world, but it is really stepping on some toes. Weakening the domain isn't enough. If you can find a better way to hurt the casting then more power too you, but that's difficult to figure out and losing light spells certainly doesn't hurt the cleric.

Kobold domain is only for kobolds I hope? Not that that's a balancing factor anymore when there are 17 other "balancing factors" that add up to going too far.

I know about find traps but it's limited use on something you want to use 1,000 times.
