So I've heard a lot of scuttlebutt about Persist Spell as a metamagic feat, but I can't find it in any of the books I currently have access to. So how does it work, and could I apply it to wands I make as an Artificer? Would they apply to an Artificer's Infusions?

IIRC it's in Complete Arcane.

Metamagic feats can't be added to infusions, but an artificer can burn extra charges to add those to spells cast from wands, or, which is the better alternative, use the metamagic infusion to add one metamagic feat to a wand for a limited period. (This is all from memory, I'm at work and it's been a while since I played an artificer.)

There's a reprint in ELH, I think; at any rate, it ended up in the SRD (http://www.d20srd.org/srd/divine/divineAbilitiesFeats.htm#persistentSpell). So if you have no other reference I believe that's fine.
