I've started creating a character for a recent campaign, and one of the requirements is that she has to be constantly eluding a huge group of hostile NPCs out to get her. Mechanically speaking, how might one go about doing this?

Specific conditions are that she's an arcane caster being tailed by outsiders. Tactics do not have to be level-specific as this is going to be a consistent issue regardless of level. Thanks! :D

Seeing as we are talking Outsiders, I will assume they have access to Magic, and more importantly in particular Divinations. On that note:
Avoid leaving any possessions clothing or body parts (including blood, hair, nails etc.) behind where they might be identified as your own. Why you ask? If a person trying to scry your location has access to them they can seriously cut into your Will-save against their Divinations to try and find you.

Nondetection spell. Forces a caster level check on anyone trying to scry your location. DC is 11+ caster level of person who cast non-detection. At some point it may make sense to buy an Amulet of Proof against Detection and Location so that you don't need to be recasting Nondetection several times a day.

Now, when it comes to mundane tracking:
Travel in small groups. When possible travel on firm ground, the harder the better. Bad weather is your friend. Rain and snow cover your tracks quickly, increasing the DC by the hour.

And on a general note of being followed, do everything in your power to not let people know where you are going. This is especially true of being followed by Outsiders, many of whom can Teleport at will. Every store clerk, bartender and town guard that knows where you will be is a potential thread for your pursuers to use against you. Be paranoid. If anybody asks where you are heading, lie. If anybody asks why you need the things you are buying, lie. If you really feel the need to throw people off, buy misleading items. Purchase a winter coat that should only be necessary in the far north, then head west. In the next town inquire about how far it is to the next town to the west, then head south.

For mundane tracking: You're a spellcaster, so as soon as you're able to, you want to be flying over the land, rather than leaving track-able footprints everywhere you go.

For avoiding Diplomacy checks to gather information, never look like yourself in a populated area. You probably have Disguise Self and/or Alter Self on your spell list. Use them, or acquire a Hat of Disguise to save a spell slot. Also, think about taking ranks in Perform (act), to not act like yourself, either.

Other than those things, Belril's advice is solid.
