In Tome of Battle, there is a new use for the Intimidate skill - Duel of Wills

Basically, before Initiative is even rolled, a character can attempt to gain a small bonus by "challenging" his opponent. The use specifically mentions that it can only target one opponent at a time. But this doesn't use up any actions at all.

What stops a character from using Duel of Wills over and over again? Against the same opponent, or even different ones?

You cannot attempt to instigate more than one Duel of Wills per encounter.

That means you can't try against the same target twice right?

Nope. The sentence reads: "You can't attempt to instigate more than one duel of wills per encounter."

There's no caveat to make it 1/creature/encounter. It's just 1/encounter.
