(It doesn't specify which one, but it links to the second one, but I think it might mean the first one, better take both, if it's the first, Hey, free money, :P)

I'd say it is the one printed in the Inner Sea World guide, if only because it is more recent.
Also, the Inner Sea guide one is Non-Setting Specific.

As for what to do with all that money?

Starting at 1st level you can gain Dodge bonuses to AC and Morale bonuses to Saves just by wearing Bling!

So long as the prophet wears 1,000 gp worth of purely decorative jewelry, clothing, or other adornments, he gains a +1 dodge bonus to AC and a +1 morale bonus on saving throws. This bonus (and the necessary value of his accoutrements) increases as he gains levels...

As an aside, being high level without adventuring is surprisingly common.

In Game of Thrones D20 the highest level character in the book is Maester Aemon, a level 19 maester.

Gregor Clegane is only level 10.

Greater Leadership (Ex)

At 2nd level, a noble scion gains the Leadership feat as a bonus feat. He can recruit a cohort up to one level lower than himself. At 10th level, he can recruit a cohort of the same level as himself.

Haha, yeah, and at Level 7 (ECL 12) You get a servant as well, so high born lord with a warrior and a servant.
