So mage in my game tried to blow up some stuff in town. The church will send a witch hunter as the mage killed the priest that came after him. I need an npc that can take on a wizard 1/ cleric 3/ mt 5. She is accompanied by dwarf fighter 9 and druid 9 with a Mountain lion animal companion. I would like a darker figure, but not evil. Thinking cg avenging the innocent that died. 32 point build and all wotc books please.

A few questions:
What level do you want the witch hunter to be? (A lvl 30 cleric might just curb stump them, but you might want to give them an appropriate challenge or something).

Any class restrictions? Mostly for thematic purposes. Say, if witch hunters are just anti-magic, than giving you a wizard may be problematic.

How optimized is your party? Say, how much damage per round (roughly) do each of them do? What do they do in combat other than doing damage? Does the druid for example summon a small army of plant animals, while hitting a different army with a tornado, while having its animal companion shoot lazers out of its eyes then have the animal companion charge enemies, doing massive acid damage? Does the wizard make enemies unable to move an inch while making himself invulnerable while having a contingencied gtfo for when things go wrong? Does the fighter knock people over?

First off, who does this church worship?

Also, your the DM, you can build whatever you want regardless of point buy. Hell you don't even have to follow WBL if you don't want to. It shouldn't be hard for you to come up with something challenging for these 3.

The church of Ilmater pretty much runs things. The party killed some stuff and tried to sell the evil stuff he had. The trader said it against the law to trade in evil magic and had to report it. The church got involved and offered market value with a cut going to the merchant.the wizard ask why, and the church says they can not condone the sale as evil items exist to cause pain and suffering. People have a chance to be redeemed, but an intelligent item such as this has a purpose. The party tried to say forget it , and take the item at which time they were told that while they can not prohibit their right to own said item, by trying to sell it, they broke the law. There is a black market the party didn't try to use. Again, the offer of fair market value with a cut for the merchant that reported it. The wizard grabbed the stuff to leave . Guards step in, wizard cast a spell. The rest of the party backs off, and the wizard threatens the guards. Starts to leave town casting and killed a few people.

The wiz/mt worships baccob. They are normal 9th lvl party. Mt locks down for dwarf and animal to kill while druid nukes and such. Not super high damage, but a lot of battlefield control.

Personally? Send a party of rogue/assassins at them. I'm not sure how well versed you are in the art of stealth, but a well built and well planned assassin strike can easily break most parties.

Pathfinder has an interesting Witch Hunter (http://www.d20pfsrd.com/classes/3rd-party-classes/super-genius-games/witch-hunter) class.

Here's a Witch Hunter build I came up with awhile ago.

1. Ranger - B: Track, Weapon Focus: Great Sword, Arcane Hunter ACF
2. Ranger - B: Power Attack (Strong Arm ACF Drg#326)
3. Barbarian - Nemisis: Arcanists, Spirit Totem: Lion ACF, Whirling Frenzy ACF, {Optional: City Brawler ACF (Drg#349)}

Or

1. Ranger - B: Track, Weapon Focus: Guisarme, Arcane Hunter ACF
2. Barbarian - Spirit Totem: Lion ACF, Whirling Frenzy ACF, {Optional: City Brawler ACF (Drg#349)}
3. Barbarian - Nemisis: Arcanists, Wolf Totem ACF

4. Warblade
5. Warblade
6. Warblade - Mage Slayer
7. Warblade
8. Warblade - B: Improved Initiative
9. Crusader - Blindfight
10. Crusader
11. Occult Slayer
12. Occult Slayer - Combat Reflexes (if using Guisarme) or Pierce Magical Protection (if using Greatsword)
13. Occult Slayer
14. Occult Slayer
15. Occult Slayer - Pierce Magical Concealment
16. Witch Slayer
17. Witch Slayer
18. Witch Slayer - Stand Still (if using Guisarme), Extra Rage (Whirling Frenzy, if using Greatsword), or some other feat
19. Witch Slayer
20. Witch Slayer

Note: The level of Occult Slayer and Witch Hunter can be switched around as needed.

Warblade nets you the maneuvers Iron Heart Surge, Moment of Perfect Mind, and Action Before Thought. You also get Uncanny Dodge

Crusader nets you the Thicket of Blade Stance (combos nicely with Stand Still, Combat Reflexes, and a reach weapon; wear spiked gauntlets or armor spikes to threaten nearby squares) and some healing maneuvers. it also nets you Indomitable Soul.

Witch Slayer nets you Mettle and Slippery Mind.

If playing human take EWP: Spiked Chain and WF: Spiked Chain instead of Guisarme.
