I'm hoping to make a sorc/wiz/warlock/whatever character for a campaign where he is basically a generalist specializing in distraction effects, maybe even melee focused with some darkvision or something.

You may also want to take a look at Beguiler if you are going the distraction route.

To what point?

Why a distraction caster? Who's the bad guys? What level are you starting at?

And how much cheese?

For fun.

Who are the bad guys?

Depends on the campaign I use him for. If I use him for my friends campaign, it is these NE guys called the Blood Ravens that consistantly murder, and reanimate people and some how are getting people to join them in mass numbers. If it is my brothers campaign, it will be mostly against humaniods of a rival nation where it is right now mostly goblins, kobolds, half orcs and orcs.

The levels are for my friends campaign ecl 7 right now, and my brother's is 3.

For both campaigns it's all books, no magazines, with the exception of tome of battle and psyonics in my friend's campaign and base races only in my brother's.

Looking for maximum cheese as long as it is funny.

Undead are going to be a problem for "distracting" things, considering that they are immune to mind-affecting.
