I believe I understand how the Appraise skill works in determining a non-magical item's worth. But what skill (if any) governs determining its properties, usefulness etc. For example, I find a shield made of a special material, non-magical, and masterwork.

Based on RAW, at what point do I realize what I have?

Not sure if there is an "official" answer, but Appraise should do this as well, as a "rare or exotic" item. Part of determining the value of something is in knowing how well made it is (masterwork or not) and what material it is.

This might not necessarily tell you the properties of that material.
