I know that creatures can use the Surugate Spellcasting feat to cast spells, but what about wands?

As far as I am aware, you just have to have enough ranks in UMD to be able to use a wand. (And perhaps the ability to fulfill the verbal requirement, if there is one.)

Skilled Telekinesis from Lords of Madness lets you use wands among other things as long as you have telekinesis somehow.
