I know that creatures can use the Surugate Spellcasting feat to cast spells, but what about wands?

It's not necessary. As long as you can hold it somehow and either UMD it or have the spell on your list, you can use a wand. It doesn't have any components.

Banelar Naga (Serpent Kingdoms) can explicitly use wands, using their mouth-tentacles to manipulate them.

I'm talking about a LvL 4 DFA Tressym who when he is LvL 6, will take the Humanoid Shape Invocation.

Well, two things. First, if I remember correctly, a DFA's invocations have somatic components and so a Tressym would need Surrogate Spellacasting. Second, you wouldn't need to use the humanoid shape to use a wand. I'd grab a hand of the mage for at will mage hand instead.

There is a Warforged component that lets you use a wand without holding it; you point your finger instead.

To activate a wand, a character must hold it in hand (or whatever passes for a hand, for nonhumanoid creatures) and point it in the general direction of the target or area.

So hold it in the mouth and aim... How you get it into your mouth is another puzzle...
