Help creating a villain

I have a question for the vastly superior knowledge of the forums:

Is it at all possible to create a reasonable enchantment wizard (in pathfinder) based around getting all possible repetitions of the magic tail feat? Or would this just result in an useless character. (villain is ~lvl 17)

If you are gming, you dont need to follow the rules as written when making villains. You can create whatever character you please to challenge your players.
