Who was the god, be it 2/3/4 E, that wasen't all goody two shoes, but pretty much the sole job was to make sure the dead stayed dead, was that Kelemvor Job, or was their someone better known for that sort of behavior?

Trying to sort of set up a dread necro that isn't running around being all evil and stuffs.

A dread necromancer is non-good, that doesn't mean you have to be evil. However always casting evil spells may speak for itself...

Pretty much it's Kelemvor's job - his clerics are said explicitly in the FRCS to hunt down undead. And Kelemvor's the first god of death for a while who's more disposed towards the neutral end of the alignment pool than scheming evil.

True. Jergal was toward the neutral end- but he was replaced long before the time of the first-published FR novels.

His successors, Myrkul and Cyric, were malevolent in the extreme. With Kelemvor replacing Cyric in the role.

Jergal, while no longer chief deity of the dead, has been the deputy of all three of his successors.

For DNs in Faerun there are some official suggestions here (http://www.wizards.com/default.asp?x=dnd/frcc/20070509). For deities, Jergal might work best. Else perhaps Velsharoon or Myrkul.
