The Changer of Ways in Faerun?

Is there a Faerunian Deity that (preferrably closely) resembles the chaos god Tzeentch from the Warhammer Fantasy/40k Universe?

Asmodeus can be used as a cleric/patron deity? I thought he was "only" the ruler of the 9th and by extension all nine Hells. Where can I find the rules for this?

In the book of vile darkness there is a little paragraph about that in the arch-demon session, it basically sums up to you can give them some divine rank if you want, DM approval required.
