I'm not asking whether it costs PP or not. I'd rule it as getting the quicken for free, nothing more, nothing less.

My question is this. When it says, "a specific astral construct" does that mean the highest AC you can make with your ML? Or does it take things like Overchannel and the like into consideration? Or... something else?

I think it just means that it's always the same construct, but gives the player freedom to select the details.

Eg. If the player wants it to be at ML +2 and to commit to Overchanneling every time it's used, that's an option, if the player wants it to be at the character's normal ML cap, not able to be Overchannelled further, that's also an option.
