I'm making a 5th level artificer right now. I have 9000 in GP to spend, which is good and all, especially sense I can craft. But I can only craft up to 3 items before game-play, and most wands cost a bit of money. And then I also have other items to buy, and scrolls and BLEH! How am I supposed to have enough money to be effective? And how can I possibly make UMD checks consistently? I have a +11 at level 5. The chance I can make the check to craft a 1000 gp with a level higher than 1 is rather slim, is it not?

Never underestimate a folding trap from RotD, or an eternal wand of create trap(same book).

Well... I'd craft your item familiar.

Also, make wondrous items that use the MIC & DMG (with errata) rules for combining like slotted items.

Also, you'll want to buy your workshop (that kobold enveloping pit).

I created an excel file where I outfitted my own particular Artificer, you might want to look at that for inspiration?

Also look at the character sheet to go with it:

He has +23 UMD at level 7.

Some level 2 eternal wands might be worth looking at. You don't need a high UMD score and with 2 you can whip out something nice for every encounter. As I recall they're around 5K each, but as you're crafting them, that's much more affordable on a 9K GP budget. Eternal wand of glitterdust, web, invisibility, and so on. They will never run out or outlive there usefulness, and especially at your low levels, they give you something you can use reliably.

I don't like Eternal Wands that much... there are several other ways of getting a spell a day...

I talk about the varieties in my item creation handbook (the handbook itself is mostly about a different topic, though).
