dwarves are not slowed by encumbrance or armor.

A dwarf normally leaves usable tunnels when burrowing. By using a full round action, a dwarf can collapse their tunnels behind them as they move. With the appropriate tools, a dwarf can burrow through natural stone at 5 ft./round.

Speed 30 ft.
+2 to all knowledge checks
+1 to caster level checks
Favored class: arcane adept (homebrew class)

Goblin
-2 Str, +2 Dex
Low-light vision
Speed 30 ft.
Small size
+4 handle animal, +4 ride
Favored class: nature adept (homebrew class)

Halfling: strongheart subrace

I think bumping the elves to make them better casters from the start (which with that +1 to cl in general couldn't they cast a magic missle at level 2 that fired two instead of one) seems like a bonus that an already powerful class wouldn't need and kinda takes away their famed archery. If they are all casters which I'm assuming with your fluff they are how about some fun spell-like abilities like a gnome starts the game with but more tuned to your elves' liking?

no, the elves' bonus is only to caster level checks, not to caster level in general. so dispel checks, beating SR, activating scrolls, things like that.

also, it's a T3/4 campaign setting. available PC classes are adept (arcane, divine, nature) barbarian, beguiler, dread necromancer, upgraded fighter, rogue, upgraded healer, upgraded warmage. the npc classes are expert and magewright.

the adept is a D8 HD, 3/4 BAB, good will saves, duskblade spells per day, picks either wizard, cleric, or druid spell list, and gets either spellbook and bonus feats, 2 domains, or an animal companion, respectively.

and yes, elves are very magic attuned, they lose the nature aspect, which gets split between the animal training goblins and the animalistic orcs.
