Because D&D 3.5 needs better Archery PrCs:

Hawk-eyed Sniper
1
The Hawk-eyed Sniper is patient, careful, quiet, and accurate. They fire arrows from great distances, finding weakness in their foes before even being seen. The twang of the bowstring, the keening of the arrow and the death gurgle of their foe is their calling card.

To qualify as a Hawk-eyed Sniper, a character must fulfill the following criteria.
Base Attack Bonus: +5
Skills: Hide 4 ranks, Move Silently 4 ranks, Spot 4 ranks

Class Skills
The Hawk-eyed Sniper's class skills (and the key ability for each skill) are Balance (Dex), Climb (Str), Craft (Bowmaking) (Int), Escape Artist (Dex), Hide (Dex), Jump (Str), Knowledge (nature) (Int), Listen (Wis), Move Silently (Dex), Profession (Wis), Search (Int), Sense Motive (Wis), Spot (Wis), and Swim (Str).

Weapon Proficiencies: Hawk-eyed Snipers gain no weapon or armor proficiencies.

Keen Shot (Ex): At 1st level, all projectiles fired by the Hawk-eyed Sniper have their critical threat range increased by 1. Thus, a normal arrow fired by the Hawk-eyed Sniper has a threat range of 19-20 instead of 20. At 5th level, this bonus increases to 2.

Ranged Increment Bonus (Ex): Each level the Hawk-eyed Sniper increases the range increments of all projectile weapons she is proficient with by 10 feet, added after all multipliers.

Pierce Concealment (Ex): At 2nd level, the Hawk-eyed Sniper is more able to see through the concealment of enemies. Her miss chance against enemies with concealment is reduced by 10%. Every four levels afterwards, this reduction increases by 10%, up to 30% at 10th level.

Spot Bonus (Ex): Beginning at 2nd level, a Hawk-eyed Sniper adds her class level to her Spot checks as a competence bonus.

Greater Magic Weapon (Sp): Once per day beginning at 2nd level, the Hawk-eyed Sniper can cast Greater Magic Weapon as a spell-like ability on any projectile weapon she has proficiency with. Her caster level is equal to twice her Hawk-eyed Sniper level for the purposes of this spell-like ability. If the projectile weapon leaves her hands, it loses the spell.

Critical Shot (Ex): At 3rd level, all projectiles fired by the Hawk-eyed Sniper have their critical multiplier increased by 1. Thus, a normal arrow fired by the Hawk-eyed Sniper has a critical multiplier of x4. At 7th level, this bonus increases to 2.

Hawk-eyed (Ex): At 4th level, the Hawk-eyed Sniper only suffers half the penalty from attempting to fire long-range and spot creatures from far away. The penalty to attack rolls per ranged increment is reduced from -2 to -1, and the Hawk-eyed Sniper suffers a -1 penalty to Spot checks for every 20 feet of distance instead of 10 feet.

Aimed Shot (Ex): At 4th level, the Hawk-eyed Sniper is able to take aim at a creature, sacrificing other attacks she would normally make in a full attack to improve her accuracy and deadliness. For each attack the Hawk-eyed Sniper sacrifices from her full attack action, she gains a +2 bonus to attack rolls and damage rolls on all other attacks made in the same round. At 8th level, this bonus increases to +4. The Hawk-eyed Sniper must make a full attack to gain the benefits of this ability, and cannot sacrifice all attacks in a full attack action.

Corrective Aim (Ex): At 5th level, whenever the Hawk-eyed Sniper misses a foe with a projectile weapon, she gains a stacking +4 bonus to hitting the same foe for 1 round with subsequent shots.

Guided Shot (Sp): Three times per day beginning at 6th level, the Hawk-eyed Sniper can cast Guided Shot as a spell-like ability.

Ruinous Shot (Ex): At 9th level, the Hawk-eyed Sniper is able to decimate foes normally immune to critical hits. She ignores all fortification effects less than 100%. If she successfully scores a critical threat against a creature normally immune to critical hits, she has a 50% chance of dealing bonus damage anyway.

Swift Hunter's Mercy (Sp): Three times per day beginning at 10th level, the Hawk-eyed Sniper can cast Hunter's Mercy as a spell-like ability. Using this ability is a swift action instead of a standard action.

Extreme Range (Ex): At 10th level, the Hawk-eyed Sniper is able to defy the limits of her weapon and fire shots from impossible-seeming distances. She can fire up to 15 range increments away, instead of 10.

No Survival? (Also, limiting Craft to one subskill is unusual.)

To a minimum of 0%, presumably.

Taken literally, this would mean that stowing your bow in an Efficient Quiver loses the benefit of GMW; I think it would be better to word it such that a projectile weapon no longer attended by the Hawk-eyed Sniper loses it.

This doesn't stack with Cragtop Archer, which makes me sad.

Extreme Range (Ex): At 10th level, the Hawk-eyed Sniper is able to defy the limits of her weapon and fire shots from impossible-seeming distances. She can fire up to 15 range increments away, instead of 10.

This doesn't either.

Other than that, this looks decent, although maybe just a tad sparse for 10 levels.
