Rod of sure striking?

Quick question regarding the rod of Sure Striking (MiC p 175): does the attack roll bonus granted also include the bearer of the rod? It does not appear that way to me, but I can be mistaken.

While the D&D definition of ally (http://www.wizards.com/default.asp?x=dnd/glossary&term=Glossary_dnd_ally&alpha=A) would include the user, the definition of adjacent (http://www.wizards.com/default.asp?x=dnd/glossary&term=Glossary_dnd_adjacent&alpha=A) excludes him. So the user is not affected.
