OKay, I KNOW there is a chart out there with things that you can do to a golem. But for the life of me I can't find. Spent three hours on google and going through my drag mag pdfs. So I raise my fists to the sky and cry out for help.

For now, you can you Google with this line added to the search query:
site:www.giantitp.com/forums

There is a problem of sorting the results, but it's better then nothing.

Not enough to help me find these options. I've seen the blasted thing before. It's a short chart of things you can do to golems to upgrade them. Or am I just crazy and mixing it up with something else.

Sounds a bit like the 3.0 supplement. "Constructs - It's alive!" from mongoose publishing. It included various "upgrades" you could do to a basic constructs, as well as introducing several new types of constructs.

I understand there's something like this in pathfinder, but I'm not really familiar. I think it was the synthesist? That may be some kind of astral construct like thing though.

Close but not quite. That book actually has what I'm looking for, even if its from a publisher I'm not us my dm allows. What I want to do is make a wax golem talk. I have this idea for my warforged artificer's forge having this bubbly valley girl at the entrance who takes people's orders and stuff, and to most people she's this really simple girl when in reality she's just a well made golem who can talk and is slightly smarter than a normal one.

Isn't there an awaken construct spell somewhere? Might do the trick.

(Alternatively, horrible horrible magic mouth abuse to create a Turing-complete speech synthesizer.)

I don't wanna awaken her. He's... he's not a GOOD artificer. In fact, he's kinda evil. He's actually REALLY bitter about the whole war-forged freedom movement. Lost the job he really cherished fixing puppets and props at a theatre due to it. While he isn't upset that the war-forged now have freedom to do what they want, he's upset that everyone wanted them to be free, but now don't want to give them work cause they're 'stealing' jobs. So the last thing he wants to do is to awaken any of his puppets so they don't have to go through the prejudice.

[nitpick] Turing complete means it can simulate a single-tape Turing Machine. I believe you are looking to have wax golem pass the Turing Test. /nitpick]

In A&EG there is the Libram of Flesh, which allows flesh golems to retain 5 abilities from the donor bodies and makes the golem for you. That is as close as I can find, other than awaken construct.

EDIT: Yes, I am aware you are looking for a wax golem. Just giving you an example of what is out there.

You could use the Intelligent Item Creation Rules (http://www.d20srd.org/srd/magicItems/intelligentItems.htm), as "Creating a golem is essentially similar to creating any sort of magic item" (Source (http://www.d20srd.org/srd/monsters/golem.htm)).

NPC Spellcaster casts Tongues (http://www.d20srd.org/srd/spells/tongues.htm) + Permanency (http://www.d20srd.org/srd/spells/permanency.htm). Cost in gp for an NPC to do it is 8200 gp.

There's the Improved Homunculus feat in Magic of Eberron that may be what you're thinking of. I'm not familiar with anything similar for constructs or golem-specific.

Oh blah it was this chart I was thinking of. And it doesn't have anything to give a construct speech. Maybe the dm will let me alter a messenger homunculi into what I need.

Unfortunately that is the pathfinder system and my dm doesn't allow it. I may be able to argue for the stat point increase, but doubt it. Oth than that there really isn't a way to make a golem speak it seams.
