The tittle maybe is a bit off...
anyways..
i m going to create the weapon of an Npc that will have a spotlight position in my
upcoming campaign...

i need some help with the following things :

1). Which is the category that includes weapons of 1 kind?
(forgive my poor english) like a weapon of such power that only 1 exist...
2). Is there a table of such items (to get ideas)?
3). Is there any rules on how to create em? (like how OP or LP they should be)

For those who like to help more with the design of that weapon...

It would be a Dagger.. Slashing/Piercing..
due to its shape it can be used as a pucning dagger too..
it's hollow grip holds a vial of poison (1 dose)
the owner have to provide the 1st dose of the poison and then the poison
replenish every day.. he can change the kind of the poison once every day
and the dagger will replenish the new kind...
the poison (even the original dose) will cease to exist after 2 minutes it leaves
the dagger. (so he cant sell a dose of expensive poison each day, and so no1
can trace the poison on a dead body).

The dagger cause of its shape could be use a grappling hook (with the use of rope)
and also it will provide a +5 to conceal it (as move action) or +10 as full round)

That's the 1st thoughts i had till now... ofc i will add some enchantments like:
3ple or 4ple keen, throwing etc etc... maybe some custom chants like:
Greater invis 2ce per day, a knock like spell X/day etc etc.

One-of-a-kind weapons are generally artifacts, either major or minor. Usually they are tightly themed and quite powerful; you're not likely to see them much before the mid-to-high-levels, if at all.

Not exactly; like most homebrew, it's a matter of judgement and refinement, not a step-by-step process.

You could, however, adapt the guidelines for legacy weapons (from Weapons of Legacy, I think) and in particular remove most or all of the penalties.

Never fear! The Custom Item Rules (http://www.d20srd.org/srd/magicItems/creatingMagicItems.htm) are here! It's the second graph down, "Estimating Magic Item Gold Piece Values" with it's six footnotes. You can make basically any item you ever want because you're the DM, the thing you might want to track is how much the rules say it's worth.

1) I don't know what you mean to ask.
2) The link I provided will help a lot.
3) You can generally tell by how much the custom item rules say they should cost. If you've got a 200,000gp item at 4th level, that thing's probably overpowered. Use your judgement too, some abilities are underpriced. It's usually a good idea to outfit NPCs according to the NPC Wealth By Level guidelines (or the PC guidelines, if they're Super Special NPCs).

Dagger base weapon (2gp), before magical enhancement
Hilt Hollow add-on, which contains the poison (+200gp, Dungeonscape pg33)
1/day Minor Creation (http://www.d20srd.org/srd/spells/minorCreation.htm) (creates the poison, +11,200gp)
Other enhancements may be added from the Custom Item guidelines.
