Is this Pathfinder rule in 3.5
Ability Score Penalties

Some spells and abilities cause you to take an ability penalty for a limited amount of time. While in effect, these penalties function just like ability damage, but they cannot cause you to fall unconscious or die. In essence, penalties cannot decrease your ability score to less than 1.

Because someone was helpless because of a dragonne's roar and got coup de gra'ed in a 3.5 game and that doesnt seem right to me...

Some ability score penalties can't reduce a stat below 1, but those are the exception, it's not a general rule. A character with a Str or Dex score of 6 or lower who's Exhausted would be incapacitated, for example.
