I am 10th lvl wizard. If I take 1 lvl ur-priest my cleric caster level is 7. Do I only have access to 1st lvl priest spells?

Yep. You get your ur-priest spells as it's described on the table, plus bonus spells for a high wisdom score as normal. There's a reason most people shoot for an earlier entrance into the class.

I'd suggest considering mystic theurge after 2 levels of ur-priest so your wizard casting doesn't fall too far behind.
