What prestige classes can you think of that simply require "must be able to cast (arcane or divine) spells of X level"?

I don't think any exist that require JUST that... skill ranks or specific feats are always mandatory, afaik.

all prestige classes have a skill requirement, and a very few don't require feats.

Both of you are incorrect, insofar as skill ranks and feats as requirements. Eldritch Knight (http://www.d20srd.org/srd/prestigeClasses/eldritchKnight.htm) requires only proficiency with all martial weapons (not available via a feat, just a 1 level dip see below) and able to cast 3rd level arcane spells.

EDIT: Ruathar (Races of the Wild) might come closest, able to cast 3rd level spells is one of three ways to get in, and must have "perform[ed] a great service for an Elven community."

All martial weapons is actually accessible with a feat, IIRC. The Militia feat from PGtF (I think) is a regional feat that gives all MWP.

So they are, via that feat. Requires half-elf or human. When you know better, you do better. (Although I think I'd rather take the dip, personally. YMMV)
