Illusory Message
Illusion
Level: Arcane 2; Components: V, S; Casting Time: 1 Round; Target: 1 creature; Duration: 10 minutes/level (D); Saving Throw: None; Spell Resistance: No

You speak the target's name as part of the verbal components. Once the csating is complete, they recieve a telepathic message saying that you are attempting to contact you. They may accept or reject the communication.
If it is rejected, the spell slot is not lost, and you lose nothing but the time spent casting. If the message is accepted, an illusion of the caster appears by the target. The illusion has senses equal to the caster, and the caster can use them. The illusion cannot go more than 10 feet from the target. The caster controls the illusion absolutely, taking only a free action to do so. The effort does cause a -10 to all concentration checks, however.
The illusion is visible to the target, and the caster may choose to have it visible or invisible to others. It resembles the caster is all ways, though at the caster's option it may be slightly translucent. It can speak and understand all languages the caster does, or communicate with the target telepathically.

While there are some differences between d20 Modern and regular d20, compared to Sending, it does more for less.

You contact a particular creature with which you are familiar and send a short message of twenty-five words or less to the subject. The subject recognizes you if it knows you. It can answer in like manner immediately. A creature with an Intelligence score as low as 1 can understand the sending, though the subject’s ability to react is limited as normal by its Intelligence score. Even if the sending is received, the subject is not obligated to act upon it in any manner.

If the creature in question is not on the same plane of existence as you are, there is a 5% chance that the sending does not arrive. (Local conditions on other planes may worsen this chance considerably.)

Arcane Material Component: A short piece of fine copper wire.

Hmm. I'm not sure that Sending would still be relevant, given the presence of mobile phones. Since the effect of a mobile can be duplicated by a cantrip, I think this is balanced compared to that.

Perhaps level 4?

You're creating a Major Image of yourself at an arbitrarily large distance, that returns full information on the situation to you as though you were there yourself. If you prefer, only your target can see the illusion. It lasts a long time.

So the sparkcaster making this happen can effectively accompany the rogue for as long as needed. Shucks, it's eligible as an Oil. The tactician tank can apply the oil to the rogue before he goes sneaking off, safely give advice to the rogue, and relay any relavant information to the rest of the party. As a free action.

Oh, and a few quirks of how it's written:
Illusion doesn't ignore line of effect - technically, you can't cast it on much of anyone you couldn't talk to anyway.

You can cast it on yourself, have your illusionary double (that only you can see) walk through a door and see what's on the other side. And again for the next door, and the next, and the next..... practically x-ray vision for the 10 foot range.

Now, if this were normal D&D, I'd say it's at least an 8th or 9th level spell. I don't know how things scale for modern.

Hmm.

Change duration to concentration.
Make the caster use either their senses or the image's.
Make the image semi-solid; it can't move through anything more solid than gauze.
Remove the invisibility option.
Increase to level 4.

Modern has no oils, incidentally.
