Dip ok, or does it have to be something you stay in for the long term? If you can dip, Dragonslayer (Draconomicon) gives +1 BAB, +1 caster level, and proficiency with all martial + all armor and shields at 1st level. Prereqs are kind of a pain, tho.

Dragonslayer from Draconomicon's the most common dip. There might be others, but it's pretty accessible.

do you need proficiency with all martial weapons, or just one? does it need to be a prc? how much of your build is set in stone?

factotum gives MWP, and a 1 or 3 level dip is good for almost all builds that care about int.

what sort of character are you building? how important is the advancement of casting for you?

occult slayer and witch slayer both give MWP and are comparatively easy to get into, but neither advance casting.

most arcane gish classes require MWP with 1 thing. are you a dread necro? they get 1 MWP. do you have room for human paragon (if you're human) ? they also get to select 1 MWP

The Outsider creature type (http://www.d20srd.org/srd/typesSubtypes.htm#outsiderType) automatically grants proficiency in all martial weapons, so maybe use +0 LA Aasimar or Tiefling (http://www.wizards.com/default.asp?x=dnd/sp/20040213a) and you'll never have to spend a level (http://www.wizards.com/default.asp?x=dnd/sp/20030824a) on the +1 LA and other racial traits.

or you could just cut out the middleman and roll up a neraph from the planar handbook. it's LA 0 so you can still have 20 class levels. make your own battletoads joke

Savage progressions AFAIK need to take all the levels in the "racial class" before taking actual class levels.

Yeah, the actual rule is "Characters are not required to complete all the levels of a given template class in uninterrupted succession." What this means for a character is they can always delay the template class until "sometime after next level" which means in practice after the campaign ends.

EDIT:
Eldritch Knight of course, spellsword, & that's about it.
Both Eldritch Knight and Spellsword require all MWP, they do not grant it.

It's not intuitive at all, but that's the major difference between Savage Species's monster classes (which do require all levels) and the Savage Progression article series' template classes (which can be dipped).

Ruathar, from Races of the Wild. Only requires 3rd level spells (or other requirements irrelevant for a spellcaster), grants proficiency with the elven weapons while advancing casting.

If you just need one martial weapon, any Elf will work. If it's all martial weapons, Arcane Archer (an otherwise horrible prestige class) will get you what you want for three feats and a lost caster level.

For a Bard, Battle Howler of Gruumsh will grant proficiency in all martial weapons.

Given the frequency with which people will adapt caster prcs to psionics, you could do the reverse that for slayer, and it's a fairly easily qualified for class, but it loses a caster level on the first level.
