Apply Metamagic I
Evocation
Level: Sorcerer/Wizard 1
Components: V, S
Casting Time: 1 standard action
Range: Close (25 ft. + 5 ft./2 levels)
Target: One creature
Duration: Until ceased or discharged.
Saving Throw: Will negates
Spell Resistance: Yes
You apply one or more of your metamagic feats to the next spell or spell-like ability the target creature casts, even if using a spell completion or spell trigger item.
The caster chooses which metamagic feats to apply. She must have the applicable metamagic feat.
Once cast, apply metamagic I is 'ceased' if the target moves out of range from you, or you fail to apply a move action to maintaining this spell each round.
Apply metamagic I is discharged when the target casts a spell or spell-like ability, provided the casting began when it was in effect. If the resulting level needed is above 1, this spell fails, although other metamagic is not counted in making this determination. This spell also fails if all feats to be applied are inapplicable to the ability to be enhanced. Inapplicable feats are not applied in any case.
This spell does not enable a metamagic feat to stack with itself.
The casting time of this spell is not increased for spontaneous casters.

So, these spells are essentially using two turns and two spell slots from two different characters to get one effect? I'm not sure if that's the best use of actions, but it seems like it could have its applications if you can break the cap on metamagic by using enough feats to bump it up past 9th level. It seems like if you're going to cast these as written that it could be a complete waste of a turn if your target doesn't cast what you want him to cast.

Also, the way it's currently written, a caster could target himself and break his own metamagic limits. Sure, it takes him two rounds to do it (unless he uses Quicken on this spell or other ways to get extra actions).

The caster chooses which metamagic feats to apply. She must have the applicable metamagic feat.Which caster? The caster of this spell or the targeted spellcaster?

1Based on the above, my main suggestions would be:

Change the target of the spell to Target: One spell or spell-like ability being cast.
Change to Casting Time: Immediate Action.
Then, in the spell text, include a note that casting this spell also consumes your (move or standard) action for your next round.
Change it to Duration: Instant.
Remove the line about ceasing/discharging as they now no longer apply.

This serves to simplify the rules, make the spells more useful without being overpowered, and allows the player to decide whether to sacrifice his next turn to help rather than his current turn.
