New character idea that id like some help flushing out.
Im thinking human scout 11/Barbarian 9 with the Whirling frenzy acf.
I'm thinking twf, weapon finesse, improved skirmish (+2d6, +2ac if you move an additional 10ft) and... i don't know what else.
Are there any PrCs that improve skirmish that would meld nicely with this.
Any other feat suggestions, skill tricks, or gear even.

With a 28 point buy I'm thinking

Are you also getting Spirit Lion Totem? You'll almost certainly want pounce.

Weapon Finesse isn't really needed. I'd switch Str and Dex. You'll get more benefit from Whirling Frenzy that way anyway.

There are a couple skill tricks that let you turn when you charge, I'd get one of those.

There really aren't any PrCs that improve skirmish beyond things that bring in castery elements. I might go for some levels of Ranger with Swift Hunter, though, depending on if multiclassing penalties are a factor. Swift Hunter will also let you use skirmish on undead/constructs.

Yes. Highland Stalker progresses skirmish damage at the same rate as Scout, and is worth at least a 2-level dip if you've already taken Ranger. There are also a few PrCs that can advance bonus damage (sneak attack, sudden strike, or skirmish), and actually do so a little quicker than Scout:

Dragon Devotee 4 (+2d6 skirmish damage)
Unseen Seer 4 (+2d6 skirmish damage)
Hand of the Winged Masters 10 (+3d6+10)

But first, if you just want a Scout 4/Ranger 13/Barbarian 1 (with a dash of Whirling Frenzy + Pounce):

Race: Human, Azurin, Strongheart Halfing, or Frostblood Orc/Half-Orc
1) Ranger 1. Feat: Travel Devotion, Bonus: Combat Reflexes, Bonus: Track

9) Ranger 4. Feat: Leap Attack.
10) Ranger 5. Skirmish 3d6AC+2/5d6AC+4.
11) Ranger 6. Bonus: Imp. TWF
12) Highland Stalker 1. Feat: Double Hit (Miniatures HB).
13) Highland Stalker 2. Skirmish 4d6AC+2/6d6AC+4.
