Spell Storing Item infusion

I've seen people here claim that Artificer gets access to any spell up to 4th level at level 1. I assume they're referring to the infusion Spell Storing Item. However, this says that the max spell level is half your Artificer level, meaning you can only use level 0 spells at level 1. Did I miss something?

They say that artificers get 4th level spells over the course of their careers, not necessarily at level 1.

That's a reference to things like Ur-Priest and Divine Crusader, which can craft CL 3 scrolls of level 3 spells.

Artificers can craft scrolls as if their CL were 2 levels higher than it actually is, so they can craft things like scrolls of Animate Dead at level 1.

I'm assuming to hit level 4+ spells, they're throwing in a CL boost or two.
