Ghost Changeling: Will it blend?

Blend in I mean. If a changeling becomes a ghost can it still use it's disguise ability to look like something else or will it still look all ethereal and ghosty?

I don't know if there's a ruling on this from a RAW perspective, or even a RAI perspective. Personally, I would just call it one way or another as DM for whatever suited my purposes.

If you apply the ghost template to a changeling, and then you use your changeling ability to look like someone else, you will end up looking like the ghost of someone else.
