Psionic Matrix (Microcosm shenanigans)

Ok, let's say that I am a Psion and that I don't like this world.

Is there a way to create a Matrix-like situation with the Microcosm power?

Not unless you can fit all of the world into Close Range at 1HP.
And there are only 500 of them.

You would need some sort of epic level shenanigans to boost your effective ML and power point use high enough to encompass every creature in the world. Even then, the range is limited...

Step 1: Use a custom Epic spell/power to 'shrink item' the planet into a 30' sphere.
Step 2: Cast an AoE magical affect that stabilizes all dying creatures within it.
Step 3: Dunk the globe in a large tank of water. Wait until everyone is drowning, and therefore at 0 HP. Dry off globe completely, such that all water breathing creatures are rendered similarly 'drowned'.
Step 4: Manifest 'Microcosm' on center of globe. At this point, all creatures on the globe save those who do not need to breathe at all (outsiders, constructs, undead, some abberations) should be at 0 HP. Thus, they're all under 30 HP and their total HP is less than 300. You might end up with a bunch of low-level living constructs, just to fill up that 300 hp quota.
Step 5: Profit (AKA loot the bodies)

I actually came up with something a while ago that might fit the bill. Give me a little while to either dig it up, or remember how it went.

I can tell you this much now, though; it involved the creation of psionic items in a direct analogue to the matrix of movie fame.
