If an undead is turned, it has to flee as well as it can. Does this mean that if a spellcaster is turned, they have to Plane Shift out?

Depends. Turning requires the fleeing to be the "best and fastest means". The displacement caused by Plane Shift doesn't have a speed, since you don't move through a contiguous physical dimension. Something like Greater Teleport would definitely be a contender for best and fastest though.

I'd compare to the ordinary mind-affecting states of fear that force fleeing, frightened and panicked. Both say roughly the same thing: "A [frightened/panicked] creature can use special abilities, including spells, to flee; indeed, the creature must use such means if they are the only way to escape." Barring a more precise wording on Turning, that should give a decent precedent.
