Is there a way or an item(s) that a party of say, 3 to 6 ,can use to communicate with each other, via thought, for the purposes of tactics in combat?

Perhaps an enchantment that could be put on a necklace or a ring that they all wear that allows them a mental link...

...at 3rd to 5th level?

Depending on ho much wealth your dm throws at you, Rings of Communication from the MIC would work. The downside is that each ring has to be enchanted separately.

Shedu Crown soulmeld bound to your Crown chakra grants continous 100 ft telepathy, Immunity to Bull Rush, and a bonus to Saves vs. Mind Affecting effects if you invest essentia into it. It can be accessed via Totemist 5, or Totemist 2/Anything 4 with 1 Feat, or just 2 Feats (Shape Soulmeld and Open Least Chakra), or various ECL 6ish Totemist/PrC combos. All in Magic of Incarnum.

As an added side benefit, Telepathy qualifies you for the Mindsight Feat from Lords of Madness, which allows you to sense the location and type of creatures within the range of your telepathy. (Basically super Tremorsense, which is very handy for detecting enemies through walls).

Heroes of Battle also has rules for "combat signs" - basically you can invest 1 or 2 Skill Points in Speak Language in order to get basic sign language. Nothing complex, and obviously you need to be in close proximity and within visual sight of each other. But if your goal is silent communication just before you ambush someone, it helps a lot.

Message cantrip is very low level — but you do have to whisper.

Fell Conspiracy feat from Exemplars of Evil is fairly cheap, but not as good, if you can't retrain it later. The good thing is, only one person has to take it.

It also takes a DC 25 Listen/Perception for others to hear you. It's really handy in Pathfinder, with unlimited cantrips.

Only catch is, we're trying to stay as close to core as possible. Probably gonna go with the rings of communication from MIC. Psionics aren't considered core right?

Well the duration is 10 min / level in 3.5, so you don't need many of them.

Psionics aren't considered core right?They're in the SRD, so it feels at least as 'core' as items from the MIC. And yes, an item of Mindlink (http://www.d20srd.org/srd/psionic/powers/mindlink.htm)would be a pretty straightforward solution to your problem.
