I was just reading the Planar Handbook, and I found these concepts extremely interesting. I'd like to incorporate them into a campaign, but so I don't spend a lot of time recreating inferior versions of things which are already written down, is there another source book I can look through to find more information on them?

You'd have to delve into Planescape stuff. Which is, really, an AWESOME thing to do, Planescape was one of the finest settings ever to be made for D&D. Too bad it was made for AD&D2, but there is very little crunch and a delicious amount of fluff there. For Sigil, you'd want to take a look at the Planescape Campaign Setting (http://rpggeek.com/rpgitem/45648/planescape-campaign-setting) proper, as it has an entire book on the City of Doors. As for the Library of Lore, I can't quite remember where it was in the books. As it is located in the Outlands, it might as well be in the same book as Sigil, as it has a section about the plane. Also, take a look at this site (http://www.planewalker.com/): it is an official fansite for the setting (which includes 3E rules adaptations, btw!), so it might have what you're looking for right there!
