So, are there any ways to get a metamagic feat to +0? Excluding Arcane thesis, as it applies to only one spell.

Excluding ways to ignore the metamagic costs alltogheter (lots of them, DMM is an example), heres what i found:

Metamagic School Focus [Feat, CM]
-1, applies 3/day to spells from a single school. Can be taken multiple times applying it to different schools.

Metaphysical Spell Shaper [PRC, BoEF]
-1 to all spells. 3rd party.

Forceful Magic [Feat, Dr308]
-1, applies 1/day, can be taken multiple times.

Book of Erotic Fantasy (the PRC itself is not closely related tho the splatbook theme, but it's pretty much the most powerful PRC ever made for casters)

I can't believe the Book of Shameful Cosplay was mentioned before Incantatrix or Dweomerkeeper. (EDIT: They don't drop it to 0, but combined with abilities that can, they can bring more expensive metamagics into +0 range.)

I can't believe the Book of Shameful Cosplay was mentioned before Incantatrix or Dweomerkeeper.

It was because it did fufill what the OP was asking, while DK and Inc didn't.

A Slaymate (LM) can reduce the metamagic cost of any necromancy spell by 1 to 0, thought it is limited to necromancy spells only.

Its only slightly off topic, but I don't mind. I know that +0 metamagic exists, and I frequently use it.
