Am I misreading what this does or is it actually written that way.

On level up an elven generalist gets extra free spells

At each new wizard level, she gains one extra spell of any spell level that she can cast

The way its written it looks like an elven generalist gets 1 free spell from every level that the wizard can cast, so a 17th level wizard would get 1 free first level spell, a free second level spell so on until 9th. Is this the correct interpretation by RAW?

Of any spellcasting level, not every.

If you want even more free spells every time you level up, you can also take the feat Collegiate Wizard (CA p181).

Yep, I'm aware of that feat although I doubt its necessary unless you're playing a game where the DM is restricting spell access severely.
