Yes and no.

None of the premade ones are that great, but you can put together a decent one yourself using the build-your-own lists and a friendly DM.

Protip: Try to go for a theme when building one, don't just mash together a bunch of stuff that doesn't mesh well together.

Legacies are mostly useful for noncasters who want to be sure they can pick up some specific magic powers like flight, invisibility, sensory powers or some of the otherwise difficult tricks like swift grease.
