Democracy in Faerûn?

Are there any democracies in the Forgotten Realms? I've looked through the FRCS, and the only mention I see is Featherdale, "a relatively innocent pastoral farmland," which is apparently listed as a democracy because the locals have open debates. In front of elder farmers.

Is there anything a little more...sophisticated, anywhere else in the Realms?
